If a bailiff / enforcement agent has sent you a Notice of Enforcement or Warrant of Control, the debt has been registered with the court. Depending on your circumstances, a sworn declaration can set that warrant aside — enforcement is paused, the penalty reverts to its original amount (before the 50% Charge Certificate increase and any enforcement fees), and you're back at a point where you can appeal the original ticket, either with us or on your own.
This depends on genuine grounds applying to your case (e.g. you never received the original notice) — we'll tell you honestly if yours doesn't qualify rather than take your money for a case that won't succeed.
